You need the Cutting Torch to enter through the Drainage Tunnel. If you can’t enter the Compound through the Drainage Tunnel, then you have to go do another Scope Out mission borrow a boat (Dingy Boat) from either dock. Drive the boat to the back of the Compound. Yeah, I've literally jacked a boat at the North Dock and drove it straight to the tunnel entrance lol. Secondary loot was up there so made sense to swing by there 1st. But you can use either boat if you really wanted.
